Indonesia has entered a new phase of naval modernization with the start of domestic construction of two Evolved Scorpène-class submarines under a strategic partnership between PT PAL and France’s Naval Group. The programme extends beyond procurement by emphasizing industrial capability development through technology transfer and workforce training. Indonesian engineers have completed specialized training covering submarine fabrication, systems integration, quality assurance, and advanced manufacturing techniques. The upgraded submarines will feature lithium-ion battery technology, modern combat management systems, heavyweight torpedo capability, and anti-ship missile integration, providing improved endurance, underwater performance, and combat effectiveness. Scheduled deliveries in the early 2030s will significantly strengthen Indonesia’s undersea deterrence while establishing long-term domestic submarine production expertise.
