Seoul is courting Athens with a three-pronged defense proposal, seeking a role in the EU’s massive 800-billion-euro rearmament program. The plan covers joint submarine projects, advanced MUM-T drone-fighter systems, and new combat vehicle production, all aligned with Greece’s defense modernization strategy. Greek officials have confirmed the proposals’ relevance and indicated further talks are needed.

In the naval sector, Hanwha Ocean is offering to collaborate on building new submarines for the Hellenic Navy while upgrading its existing Type 214 Papanikolis-class fleet. The proposal ensures that 25% of the work would be completed in Greek shipyards, bolstering local defense capabilities. Hanwha’s track record includes delivering three submarines to Greece and developing the KSS-III ballistic missile sub.

For the air domain, Korea Aerospace Industries has proposed building MUM-T “Loyal Wingman” systems in Greece. This technology allows drones to operate alongside fighter jets, improving firepower and communications. Already part of South Korea’s KF-21 Boramae program, the concept could see Greek production and integration into Hellenic Air Force operations.

The final element targets land forces, with a proposal to co-produce modern combat vehicles to replace outdated army units. Greece has shown interest in the project, pending budget considerations. These offers tie into the EU’s broader strategy to accelerate military modernization, channel investments to local industries, and enhance support for Ukraine in the face of shifting global alliances.
