Germany and Ukraine are strengthening defense-industrial cooperation through a new joint venture aimed at large-scale drone production for the Ukrainian military. The partnership reflects the growing importance of unmanned aerial systems in the conflict with Russia, where drones have become indispensable for reconnaissance, strike, and battlefield awareness since 2022.

The agreement pairs German drone manufacturer Quantum Systems with Ukrainian defense start-up Frontline Robotics, with all production to be based in Germany. Valued at around €100 million, the deal calls for the manufacture of approximately 10,000 drones next year at a newly established facility in southern Germany. The companies described the project as Europe’s first fully automated industrial drone production line operated abroad for the benefit of Ukraine’s armed forces.

The newly created entity, Quantum Frontline Industries, will focus on producing combat-proven, multi-purpose drones designed by Frontline Robotics. Under the arrangement, Quantum Systems will oversee industrial operations and manufacturing infrastructure, while the Ukrainian firm will supply technical designs and training to ensure rapid scaling and operational relevance.

The announcement coincided with diplomatic talks in Berlin involving President Volodymyr Zelensky and US envoys, as well as a Ukrainian-German business forum highlighting deeper industrial ties. On the same day, Berlin unveiled a 10-point strategy to boost defense cooperation with Ukraine, including support for joint ventures, federal investment guarantees, and closer integration of Ukrainian defense companies into Europe’s defense ecosystem to help deter future Russian aggression.
