Ukraine again emerged as the leading buyer of German defense exports last year, with Norway and Sweden ranking second and third, according to a report released by Germany’s economy ministry on Friday.

The report said Germany exported roughly €2 billion ($2.3 billion) worth of arms to Ukraine, reinforcing Berlin’s status as Kyiv’s most important European defense partner in the conflict with Russia.

Norway and Sweden—both NATO members with close geographic proximity to Russia—followed Ukraine as major recipients of German arms.

Norway, a founding member of the NATO alliance, imported German military equipment valued at €1.3 billion ($1.5 billion) in 2025.

Sweden, which joined NATO in March 2024 after applying in response to Russia’s 2022 invasion of Ukraine, purchased about €1 billion ($1.1 billion) in German defense exports.

Finland, which became a NATO member in 2023 for similar security concerns, did not rank among the top ten recipients of German arms last year.
