Booz Allen Hamilton, in collaboration with L3Harris, has been contracted by the US Air Force to provide the second prototype of a mobile command center, under a $315-million deal that may last up to five years. This prototype, named Tactical Operations Center-Light (TOC-L), is engineered to support rapid deployment and provide commanders with an agile command and control platform. Its mobility and advanced capabilities are intended to optimize battlefield coordination and enable timely responses to emerging threats.

The TOC-L is a key element of the Distributed Battle Management Node, which is integrated into the Air Force’s Advanced Battle Management System (ABMS). ABMS is focused on transforming military command by establishing a networked environment that links sensors, decision-makers, and weapons systems across the battlefield. This streamlined connectivity facilitates faster and more informed decision-making, allowing forces to maintain operational superiority.

Furthermore, the TOC-L prototype plays an important role in the Combined Joint All-Domain Command and Control (CJADC2) effort, a comprehensive US military strategy to connect all service branches and domains into a unified command network. This innovative approach is designed to enhance interoperability and situational awareness among joint and coalition partners, creating a seamless data environment across land, sea, air, space, and cyber domains. Ultimately, CJADC2 aims to accelerate command cycles and improve battlefield effectiveness in future conflicts.
