The Biden administration has approved two significant military support packages for Saudi Arabia totaling $1 billion, aimed at strengthening the kingdom’s helicopter sustainment capabilities and aviation training infrastructure. The Defense Security Cooperation Agency confirmed that the State Department has formally notified Congress of the planned deals, allowing lawmakers 30 days to assess the proposals before final approval. The announcement comes as Riyadh continues its multi-year effort to secure access to advanced F-35 stealth fighters.

The first half of the package involves a supply support arrangement that integrates Saudi Arabia into the US-managed logistics network for helicopter spare parts and repairs. This system will support the sustainment of several key platforms in the Royal Saudi helicopter inventory, including Black Hawks, Apache attack helicopters, CH-47F Chinooks, Schweizer 333 aircraft, and Aerial Scout helicopters. The deal encompasses technical assistance, logistics support, and lifecycle services essential for maintaining high fleet availability.

The second $500 million component centers on a robust aviation training initiative for Saudi helicopter pilots and technicians. Conducted by the US Army, the program includes initial, intermediate, and advanced training for Royal Saudi Land Forces Aviation Corps personnel. Instruction will take place at US training installations and will cover aircraft such as the Apache, Chinook, Lakota, and Black Hawk, ensuring that Saudi crews receive standardized, mission-focused training aligned with US operational practices.

US defense officials have stated that the proposed sales will enhance the Kingdom’s ability to operate its American-built rotary platforms more safely and efficiently while strengthening bilateral defense ties. The Pentagon added that the agreements will have no adverse impact on regional military dynamics and do not require additional US troop deployments within Saudi territory.
