In a new step to expand its unmanned maritime capabilities, US firm Maritime Tactical Systems (MARTAC) has formalized a cooperation pact with Taiwan’s National Chung-Shan Institute of Science and Technology (NCSIST) and its local business partner Confucian. The three-way memorandum of understanding creates a framework for research and development activities, as well as shared production of MARTAC’s unmanned surface vessels within Taiwan.

The initiative is expected to accelerate the transfer of technology and stimulate Taiwanese industrial growth through supply chain integration, talent cultivation, and knowledge exchange. By aligning with a US defense innovator, Taiwan is not only gaining access to advanced unmanned naval platforms but also reinforcing its ability to locally sustain such capabilities over the long term.

The move comes at a time when the self-governed island is ramping up its drone and autonomous system development in response to mounting security concerns. Facing the persistent threat of possible Chinese military action, Taiwan has increasingly sought to deepen partnerships with international defense manufacturers while simultaneously advancing its indigenous aerospace and defense industry expertise.

In recent weeks, NCSIST has signed multiple cooperation agreements with international firms. It forged a strategic partnership with AV to advance unmanned and precision strike technologies and joined hands with Kratos to transform an aerial target drone into the Mighty Hornet IV, a high-speed attack platform. Furthermore, V-BAT manufacturer Shield AI has partnered with Taiwan’s Aerospace Industrial Development Corporation (AIDC) to strengthen the island’s aerospace base and foster collaborative defense innovation.
