Egypt’s state-run Arab Organization for Industrialization (AOI) has entered into a new partnership with China’s Norinco to co-produce tactical unmanned aerial vehicles, marking a major step in Cairo’s ongoing defense industry modernization. The memorandum of understanding will combine Chinese drone technologies with AOI’s local manufacturing infrastructure, supporting Egypt’s long-term plan to develop an autonomous and competitive defense supply chain.

As part of the agreement, AOI introduced the Hamza-2 UAV, a multirole drone based on China’s ASN-209 reconnaissance system but enhanced to carry guided strike munitions. The aircraft is expected to support both intelligence-gathering and precision-attack missions for Egyptian forces. Despite the unveiling, officials have yet to confirm if the Hamza-2 will be included in the new joint production framework or provide details on projected quantities, export opportunities, or production schedules.

The partnership was formalized during the high-profile Egypt Defence Expo (EDEX) in New Cairo, which drew more than 450 global defense companies and military delegations from over 100 nations. The event, opened by Egypt’s President, highlights the country’s ambitions to expand its defense-industrial footprint and attract international collaborations.

Beyond its UAV initiative with China, AOI also signed agreements with Abu Dhabi Aviation Group and the UAE-Chinese firm Al-Qalaa Red Flag, targeting joint manufacturing, sustainment, and export operations. At the same time, Egypt deepened its strategic cooperation with France’s Dassault Aviation, securing arrangements for the local production of Rafale fighter jet components, reinforcing Cairo’s position as a growing regional hub for military manufacturing.
